Charmaine Hamilton leads the DVCBS Beautification Programme, coordinating block-level teams across Henderson, Garvey, Spanish, and Rodney to deliver a cleaner, safer, and greener Dela Vega City. She oversees monthly clean-ups, anti-dumping education, removal of derelict and abandoned vehicles, clearing of blocked drains, installation and upkeep of block/road signage, tree-planting and landscaping, and small-scale infrastructure refresh projects. Charmaine liaises closely with municipal agencies, waste-management providers, the police, and elected officials to secure permits, mobilise resources, and ensure sustained maintenance of public spaces.

A results-driven professional with 16+ years in sales, customer service, and operations, Charmaine brings strong stakeholder engagement and negotiation skills to community work. Her career includes roles at TICO Wines & Spirits (Sales Representative, 2007–present), The Moorings/Footloose Sailing Charters (Sales Representative), and Underwater Safaris (Sales Clerk), where she honed expertise in client relations, logistics, cash management, and product placement. She studied at St. Joseph High School (CXC: English Language, Principles of Accounting, Office Procedures; GCE: Geography) and is proficient in MS Office.

In addition to his work with DVCBS, Dr. Daley is a professor of business at Brooklyn College, CUNY, and the author of textbooks on business statistics, analytics, and entrepreneurship. Colonel Shevaughn Lewis, J.P.

Colonel Shevaughn Lewis Jr. is the CEO of the Dela Vega City Cadet Core, where he leads with a steadfast commitment to discipline, professionalism, and service excellence. With over a decade of leadership and operational experience, he has built a distinguished career that seamlessly blends military service, community engagement, and executive management.

From 2006 to 2020, Colonel Lewis proudly served in the Jamaica Defence Force Core of Drums, where he earned several notable honors, including the General Service Medal from Queen Elizabeth II. His exemplary service led to his commission as Colonel of the Community Combined Cadet Core, recognition on Heroes Day for outstanding leadership under uniformed groups, and his appointment as a Justice of the Peace. He also completed advanced training, such as the Drug Treatment Course, further broadening his impact in public service.

In addition to his military accomplishments, Colonel Lewis has held prominent roles as an Instructor, Accountant, and Commandant of the Community Combined Cadet Core. He currently serves as Public Relations Officer of the Dela Vega City Benevolent Society, where he plays a vital role in fostering collaboration between civic leadership and grassroots community initiatives.

Mr. Winston Mowatt

Mr. Winston Mowatt is a dedicated community leader, seasoned professional, and passionate football coach whose journey reflects a lifetime of service, hard work, and achievement.

He has served in several supervisory and management roles across different companies in Jamaica, demonstrating reliability, discipline, and strong leadership throughout his career.

In 1997, Mr. Mowatt began coaching football in his community, laying the foundation for a legacy of sporting success. That same year, under his leadership, the team captured both Division 2 and Division 1 major league titles, quickly advancing to the major league. Despite a brief relegation, the team rebounded within the same year and has remained a competitive force ever since, even reaching the finals against Old Harbour. Under his stewardship, the youth program has thrived—securing two major titles with the Under-15s, advancing to the Under-17 semi-finals on three occasions, and making two finals appearances with the Under-20s.

Mr. Mowatt’s expertise extends beyond football. He holds a First Aid Certificate, Coaching Certificate, Forklift Operation Certificate (covering all warehouse forklifts), a Standing Fox Certificate, and a CT Certificate, underscoring his commitment to versatility and lifelong learning.

Today, as Treasurer of the Dela Vega City Benevolent Society and President of the DVC Football Club, Mr. Mowatt unites financial stewardship, organizational leadership, and a passion for youth and sports development.
